This week, the Legislature reached a key legislative deadline in the 2013 session – scheduling a hearing for all bills referred to two committees. It is disconcerting that marriage equality legislation did not clear this procedural hurdle; as a result, although there are several procedural mechanisms by which the Legislature could move the bill this year, the more likely outcome is that marriage equality will be placed on hold for the remainder of 2013.
